NCMA Boston proudly presents a survey on the full spectrum of issues involving changes to Government contracts, led by Mr. Ken Allen.  Mr. Allen has been a lawyer since 1976 and served as Special Assistant United States Attorney with an emphasis on contract and grant fraud.  Mr. Allen has also served outside of the Government as general counsel for a defense contractor for several years. 

Now, while semi-retired, Mr. Allen teaches for the Naval Postgraduate School and other commercial training companies.  Mr. Allen is the author of Thomson Reuters’ Contract Interpretation Handbook – A Guide for Avoiding and Resolving Government Contract Disputes

He was a presenter at the National Contract Management Association’s Worldwide Conferences 2016 and 2017, its Subcontracting Summit of 2017, and webcasts on contract interpretation in 2016 and 2017.  He has published articles in the NCMA Contract Management magazine, most recently Protests of Ambiguous Solicitations, the Rule of Blue and Gold (September 2017); The Great Exception to Contra Proferemtem – The “Patent” Trap Door for Contractors (June 2016); and a two part series Issues in Fiscal law and Government Contracting – A Call for Executive Branch Guidance (November and December 2015).  We are thrilled to have Mr. Allen speak to us on this important topic.
